Tariff shield: soon an extension of the system to all companies

The very high energy bills are forcing the executive to renew its tariff shield, more specifically, to extend it. On October 21, Emmanuel Macron announced at a European summit in Brussels that the government would soon “Finalize” an additional mechanism designed to protect companies not currently within its scope from rising energy prices.

According to theAFP citing the Head of State, the devices “It will be complemented in the coming days by the Government, which will announce our protection mechanisms for, in particular, companies that are not included in the tariff shield in the coming months”. As a reminder, the latter limits price increases to 15% in 2023, in order to contain the increase in household bills caused, in particular, by the Russian-Ukrainian conflict.

Very small businesses (TPE) and small town councils also benefit, which, however, is not enough in the eyes of the Amorce association, which calls for a “community tariff shield”Believing that “The security network put in place by the State is unfortunately incomplete”. According to a Banque Postale study presented by the organization, the 8,000 smallest municipalities would be the only ones to be able to claim it.

Support fund or price cap?

Even so, another study by the National Institute of Statistics and Economic Studies (Insee) published in early September indicates that the tariff shield would have effectively made it possible, until now, to halve the effect of price increases on general inflation.

Nevertheless, “an entire category of companies, SMEs (small and medium-sized enterprises), medium-sized enterprises (ETI) or certain groups” they are excluded from the device, Emmanuel Macron admitted. “In the next few days we will finalize the national protection mechanism that will precisely allow us to ensure and give full visibility to these actors”promised again.

During an exchange with the press, the Economy Minister, Bruno Le Maire, clarified the options that the executive is considering. He confirmed an extension of the tariff shield, the form of which has not yet been decided. Bercy’s tenant recognized that it was necessary to be “lucid” before the energy dossier, “one of the most complex issues in economics”.

And to add, addressing the professionals: “We are going to bring them simple, effective and massive help, but I want the help to benefit those who need it most”. The ministry is currently working on several options with Matignon: a “business support fund” who would be available “early November with ultra-simplified criteria, in particular on turnover” ; either “A roof”.

Apply the regulated tariff to small businesses

Response elements that are supposed to reassure professionals. In this file, the CPME (Confederation of SMEs) considers the aid currently offered “complex and inaccessible for many companies”. In particular, she asks “That the regulated rate open to individuals, is applied, as initially announced, to companies that employ less than 10 workers and invoice less than 2 million euros”.

Calling for several months for a cap on the price of energy, the CPME is pleased that Bercy has just proposed for small businesses “a kind of ‘price guarantee’ that makes it possible to influence the price of electricity and contain its price”. Pending the details of the device, professionals hope that it can come into force “as soon as possible after the adoption of the finance bill (PLF)”. For their part, companies facing skyrocketing gasoline prices are still waiting “to be offered a solution”.
